Introduction
Road Asset Management or road maintenance is one of the top priorities of Facilitation Strategy Performance-based road maintenance contracts are an essential element of RAM and their implementation contributes to improving the effectiveness and efficiency of the maintenance of road networks.
The objective of this IACT course to better understand the concept of PERFORMANCE-BASED ROAD MAINTENANCE CONTRACTS AND OUTSOURCING and serve as guidance on the implementation of such contracts. It describes different delivery modes of road maintenance, and gives a brief history , as well as
their advantages and disadvantages. It also defines various types of PBCs and their variable elements (e.g., scope, duration, extension, performance levels, payment and incentive systems, performance monitoring, and risks and risk mitigation). This guide focuses on road maintenance and does not cover other public–private partnership road delivery models such as design, build, finance, operate, and maintenance models or any of its variations, e.g., design–build, design–build–operate, design–build–finance–operate, and design–build–operate–maintain
